Commissioner Education issues order for immediate reversal of All deputation of teachers in non-teaching role.

ORDER
Dated Itanagar, the 11th March, 2024.


It has come to our attention that there have been instances of teachers being engaged in non-teaching roles in various offices, and appointments beyond sanctioned posts have been made for positions such as DDSEs and Coordinators at state and district level. This practice not only undermines the primary responsibilities of teachers but also leads to inefficiencies in the education system. In light of this, the following directives are hereby issued:
No teacher shall be engaged in a non-teaching role in any office, including the DDSE’s office in the district level and the Directorate of Elementary and Secondary education.
No appointments shall be made for any educational personnel beyond the existing sanctioned posts for teachers, Vice-Principals/Headmasters, Principals and DDSEs.
The Director of Elementary Education and Director of Secondary Education shall not process any e-files related to the subject matter mentioned above. The Under Secretary and Joint Secretary of the department are directed to ensure that such applications are not processed in the e-files of the department.
Any engagement of teachers, Vice-Principals/Headmasters, or Principals in roles beyond their sanctioned posts, such as Coordinators and DDSEs, must be reverted back to their suitable schools where their services are urgently needed.
No appointment shall be made beyond the existing sanctioned numbers and categories of posts in the Directorates of Elementary and Secondary Education and the establishments of DDSE’s in the district. Any deviation from this directive shall be strictly viewed
Further, it has also come to our attention that there has been a significant influx of applications from teachers seeking deputation to other departments as OSDs or attachment in offices such as the Residential Commissioner’s Office at Kolkata, Guwahati, Dibrugarh (Mohanbari), and New Delhi. We wish to address this matter with immediate effect.
We understand that there may be personal or professional reasons motivating these applications: however, it is imperative to emphasize the critical role teachers play in addressing the acute shortages of teaching staff in schools. The primary focus should be on ensuring adequate staffing levels in educational institutions to maintain the quality of education and fulfil our responsibilities towards students
Therefore, it is hereby ordered that:
Applications for deputation to other departments as OSDs or attachment in offices, as mentioned above, shall not be considered under any circumstances. Such applications should not be processed further.
This order is issued with the intention of discouraging practices that divert teachers from their primary responsibilities in schools and ensuring that educational institutions receive the necessary support to function effectively.
